About International PEN
International PEN, the worldwide association of writers, exists to promote friendship and intellectual co-operation among writers everywhere, regardless of their political or other views; to fight for freedom of expression and to defend vigorously writers suffering from oppressive regimes. PEN is strictly non-political, a Non Governmental Organization with Category A status at UNESCO. It is composed of Centers, each of which represents its membership and not its country. Membership is open to all qualified writers, regardless of nationality, language, race, colour or religion, and every member is required to sign the PEN Charter and by so doing to observe its conditions.
About Uyghur PEN
Uyghur PEN was founded in 18th October 2006 by Kurash Kosen, Kaiser Karluk and a group of Uyghur exile writers in Stockholm Sweden. The main fonder of Uyghur PEN center Kurash Kusan was passed away in 29th October 2006, his death is big lost for Uyghur literature and Uyghur peoples. Uyghur PEN Uyghur PEN is primarily concerned with the rights of Uyghur language writers throughout the world, and official affiliate of International PEN, the global association of writers dedicated to freedom of expression and the defense of writers suffering governmental repression. Through the world-wide PEN network and its own membership base in Xinjiang Uyghur Autonomy region (also known as East Turkistan) and abroad, Uyghur PEN is able to mobilize international attention to the plight of writers and editors within Xinjiang Uyghur Autonomy region China attempting to write and publish with a spirit of freedom of expiration and integrity,
regardless of their political views, ideological standpoint or religious beliefs.The Uyghur PEN Center's (hereinafter UPC) official name is International PEN Uyghur Center, and the acronym in the Uyghur language is Uyghur Qelemkeshler Merkizi "UQM".
The UPC acknowledges the aims expounded in the International PEN Center`s PEN Charter. In the event that the present statutes conflict with the International PEN Center's Charter, the International PEN Center's Charter shall have precedence.The UPC assert that all member of the UPC,regardless of political viewpoint or other opinions,

regardless of country or region, regardless of genre or language, have the right to write, print and publish their work, to criticize those who wield power, and shall not be subject to politicalrepression and imprisonment in any country, especially in countries with extreme right or left wing governments. The UPC opposes all censorship and controls any person in power of articles, news and publishing.
The UPC to promote literature, to defend freedom of expression, to promote comradeship and intellectual co-operation among writers everywhere regardless of their political or other views.
The UPC assert that Uyghur literature and the Uyghur literary heritage as cultural resources belong to all humanity, and that this literature and literary heritage may not under any circumstances, for either political, national or ideological reasons, be destroyed.
The UPC asserts that UPC members shall not misuse their freedom of speech, their freedom to write and freedom to publish. The UPC opposes the misuse of the Uyghur language or any other language to insult, malign and purposefully spread lies for political, personal or any other reasons.
The UPC wishes to promote the mutual understanding and respect between people, will do its utmost to eliminate hatred between societies, races classes and people, and asserts the ideal of humanity's peaceful cohabitation. The UPC believes that by protecting the freedoms of its members and of the dissemination of literary works in the Uyghur language, it can help to realize this ideal.
